Departmental Promotion Committee: 6 ತಿಂಗಳಿಗೊಮ್ಮೆ ಇಲಾಖಾ ಮುಂಬಡ್ತಿ ಸಮಿತಿ ಸಭೆ| ಸರ್ಕಾರದ ಹೊಸ ಸೂಚನೆ
Departmental Promotion Committee:ವಿಭಾಗೀಯ ಮುಂಬಡ್ತಿ ಸಮಿತಿ (DPC) ಸಭೆಗಳನ್ನು ಪ್ರತಿ 6 ತಿಂಗಳಿಗೊಮ್ಮೆ ಕಡ್ಡಾಯವಾಗಿ ನಡೆಸುವಂತೆ ಸರ್ಕಾರ ಹೊಸ ಸೂಚನೆಗಳನ್ನು ಹೊರಡಿಸಿದೆ. ನೌಕರರ ಪದೋನ್ನತಿಗೆ ವೇಗ, ಪಾರದರ್ಶಕತೆ ಹಾಗೂ ಬಾಕಿ ಪ್ರಕರಣಗಳ ತ್ವರಿತ ನಿರ್ವಹಣೆ ಇದರ ಉದ್ದೇಶವಾಗಿದೆ.
1.ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವೆಗಳಲ್ಲಿನ ಹುದ್ದೆಗಳಿಗೆ ಸಂಬಂಧಿಸಿದ ವೃಂದ ಮತ್ತು ನೇಮಕಾತಿ ನಿಯಮಗಳ ಪ್ರಕಾರ ಸರ್ಕಾರಿ ನೌಕರರುಗಳಿಗೆ ಜೇಷ್ಠತೆ ಮತ್ತು ಅರ್ಹತೆ ಆಧಾರದ ಮೇಲೆ (on the basis of seniority, cum merit) ಮುಂಬಡ್ತಿ ನೀಡಲು ಇಲಾಖಾ ಮುಂಬಡ್ತಿ ಸಮಿತಿಗಳ ರಚನೆ, ಇಲಾಖಾ ಮುಂಬಡ್ತಿ ಸಮಿತಿಗಳು ಅನುಸರಿಸಬೇಕಾದ ಕಾರ್ಯವಿಧಾನ (ಮೊಹರಾದ ಲಕೋಟೆ ಪದ್ಧತಿಯು ಒಳಗೊಂಡಂತೆ) ಇತ್ಯಾದಿಗಳ ಕುರಿತು ಉಲ್ಲೇಖಿತ ಸರ್ಕಾರದ ಆದೇಶ, ಅಧಿಕೃತ ಜ್ಞಾಪನ ಮತ್ತು ಸುತ್ತೋಲೆಗಳಲ್ಲಿ ಕಾಲಕಾಲಕ್ಕೆ ಸೂಚನೆಗಳನ್ನು ನೀಡಲಾಗಿರುತ್ತದೆ.
2. ಇಲಾಖಾ ಮುಂಬಡ್ತಿ ಸಮಿತಿಗಳು ಆಗಿಂದಾಗ್ಗೆ ಸಭೆಗಳನ್ನು ನಡೆಸುವ ಹಾಗೂ ನಿಕಟ ಭವಿಷ್ಯದಲ್ಲಿ ಅಂದರೆ, ಅರು ತಿಂಗಳೊಳಗೆ ಉದ್ಭವವಾಗುವ ರಿಕ್ತ ಸ್ಥಾನಗಳ ಸರಿಸುಮಾರು ಅಂದಾಜು ಮಾಡುವ ಕುರಿತು ಮೇಲೆ (1) ರಲ್ಲಿ ಉಲ್ಲೇಖಿಸಲಾದ ದಿನಾಂಕ 09.10.1985 ರ ಅಧಿಕೃತ ಜ್ಞಾಪನದ ಕಂಡಿಕೆ 3 ಮತ್ತು 4 ರಲ್ಲಿ ಈ ಕೆಳಗೆ ಉದ್ದರಿಸಿದಂತೆ ವಿಸ್ತೃತವಾಗಿ ಸೂಚಿಸಲಾಗಿರುತ್ತದೆ:
3. Frequency of Meetings of Departmental Promotion Committee: The Departmental Promotion Committees should meet twice a year, unless there is no vacancy available either immediately or in the next six months as could be reasonably foreseen. Since the passing of prescribed departmental examinations and the availability of uptodate Confidential Reports are the two important factors relevant for consideration by the Departmental Promotion Committees, the Departmental Promotional Committee should, subject to the availability of vacancies, meet for the first time in a year immediately after the results of the Departmental examinations of the June session are announced. The appointing authorities should ensure that the Confidential Report dossiers are updated by then. Since the Public Service Commission will be conducting the second session of the Departmental examination in December, the second Meeting of the Departmental Promotion Committee should be convened immediately after the results of the December session of the examinations are announced. Where necessary, the Departmental Promotion Committee could meet oftener,
4. Size of select list: The appointing authorities should make a forecast of the vacancies in addition to these already existing, during the next one year and place before the Departmental Promotion Committee the precise number of vacancies with reference to which the select list has to be drawn up Subject to availability of eligible officials, the Departmental Promotion Committee should prepare a select list equal to at least 25% more than the number of vacancies reported by the appointing authority. If the number of vacancies is less than four the size of the select list should be one more than the vacancies. The Departmental Promotion Committee should clearly indicate in its proceedings the details of vacancies on the basis of which the size of the select list has been drawn up in each meeting.”
3. ಮೇಲೆ (11) ರಲ್ಲಿ ಉಲ್ಲೇಖಿಸಲಾದ ದಿನಾಂಕ 30.06.2017ರ ಸುತ್ತೋಲೆಯಲ್ಲಿ ಮುಂದುವರಿದ ಸೂಚನೆಗಳನ್ನು ನೀಡಲಾಗಿದ್ದು ಅದರ ಕಂಡಿಕೆ 10 ರಲ್ಲಿ ಈ ಕೆಳಗೆ ಉದ್ಧರಿಸಿದಂತೆ ಗೊತ್ತುಪಡಿಸಲಾಗಿರುತ್ತದೆ:
“10. ದಿನಾಂಕ: 9.10.1985 ರ ಅಧಿಕೃತ ಜ್ಞಾಪನದಲ್ಲಿ ಇಲಾಖಾ ಮುಂಬಡ್ತಿ ಸಭೆಗಳನ್ನು ನಡೆಸುವ ಬಗ್ಗೆ, ನೀಡಲಾಗಿರುವ ಸೂಚನೆಗಳನ್ನು ಎಲ್ಲಾ ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರಿಗಳು / ಇಲಾಖಾ ಮುಂಬಡ್ತಿ ಸಮಿತಿಗಳು ಪಾಲಿಸುವಂತೆ ಕಾಲಕಾಲಕ್ಕೆ ಸೂಚನೆಗಳನ್ನು ನೀಡಲಾಗಿರುತ್ತದೆ. ಆದರೂ,ವಿವಿಧ ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರಗಳು / ಇಲಾಖಾ ಮುಂಬಡ್ತಿ ಸಮಿತಿಗಳು ಈ ಅಂಶಗಳನ್ನು ಪಾಲಿಸದೇ, ಇಲಾಖಾ ಮುಂಬಡ್ತಿ ಸಭೆಗಳನ್ನು ನಿಯಮಿತವಾಗಿ ನಡೆಸದೇ ಇರುವುದರಿಂದ, ಅರ್ಹ ನೌಕರರಿಗೆ ಮುಂಬಡ್ತಿ ನೀಡುವಲ್ಲಿ ವಿಳಂಬವಾಗುತ್ತಿರುವುದು ಸರ್ಕಾರದ ಗಮನಕ್ಕೆ ಬಂದಿರುತ್ತದೆ. ಆದುದರಿಂದ, ದಿನಾಂಕ:9.10.1985 ರ ಅಧಿಕೃತ ಜ್ಞಾಪನ ಸಂಖ್ಯೆ: ಸಿಆಸುಇ 5 ಎಸ್ಆರ್ಸಿ 1984 ರಲ್ಲಿ ನೀಡಿದ ಸೂಚನೆಗಳನ್ನು ಅನುಸರಿಸಿ, ಕಾಲಕಾಲಕ್ಕೆ ಇಲಾಖಾ ಮುಂಬಡ್ತಿ ಸಭೆಯನ್ನು ನಡೆಸುವಂತೆ ಸೂಚಿಸಲಾಗಿದೆ.”
4.ಆದರೂ, ಕೆಲವು ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರಗಳು ಮೇಲ್ಕಂಡ ಸೂಚನೆಗಳನ್ನು ಪಾಲಿಸುತ್ತಿಲ್ಲದಿರುವುದು ಸರ್ಕಾರದ ಗಮನಕ್ಕೆ ಬಂದಿರುತ್ತದೆ. ಆದುದರಿಂದ, ರಿಕ್ತ ಸ್ಥಾನಗಳ ಲಭ್ಯತೆ ಮತ್ತು ನಿಕಟ ಭವಿಷ್ಯದಲ್ಲಿ ಉದ್ಭವವಾಗುವ ರಿಕ್ತಸ್ಥಾನಗಳ ಸರಿಸುಮಾರು ಅಂದಾಜಿಗೊಳಪಟ್ಟು, ಇಲಾಖಾ ಮುಂಬಡ್ತಿ ಸಮಿತಿಗಳು ಕನಿಷ್ಠ 6 ತಿಂಗಳಿಗೊಮ್ಮೆ ಸಭೆಗಳನ್ನು ನಡೆಸತಕ್ಕದ್ದೆಂದು ಈ ಮೂಲಕ ಮತ್ತೊಮ್ಮೆ ಸೂಚಿಸಲಾಗಿದೆ.
5. ಸರ್ಕಾರದ ಅಪರ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ / ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ / ಕಾರ್ಯದರ್ಶಿ ರವರು ಮೇಲ್ಕಂಡ ಸೂಚನೆಗಳನ್ನು ಅವರ ಕಾರ್ಯವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಬರುವ ಎಲ್ಲಾ ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರಗಳ ಗಮನಕ್ಕೆ ತಂದು, ಅವುಗಳನ್ನು ಕಟ್ಟುನಿಟ್ಟಾಗಿ ಪಾಲಿಸತಕ್ಕದ್ದೆಂದು ಸೂಚಿಸಲು ಕೋರಿದೆ.
